I have found that when I post links in Dreamwidth, they don’t work; clicking on them results in 404 error messages. If this happened once, it might be because a particular webpage was down, or I had made an error in writing code for the link, but it has happened repeatedly.

Does anyone know what’s wrong? Have other people had the same experience? Is there a solution?

You've got basic quotes and smartquotes around the link. The smartquotes cause DW to try to make the link somewhere in your DW domain:
