Back on Friday, July 28, Ted Gwartney followed Erich Jacoby-Hawkins. He said that property assessments are generally done well in Canada, not so much in the United States. He compared British Columbia and Ontario; Ted Gwartney was brought in as a consultant in British Columbia in 1973. A provincial authority was set up to replace municipal assessments, with the municipal assessor employed by the new authority, British Columbia Assessment.
Over 1.65 trillion dollars of property is assessed in British Columbia, of which over half is land value. Comparing BCA with Ontario's MPAC, BCA assesses every year, and MPAC every four years. Ontario has a system by which new assessments are phased in over four years. Both have good data processing.
Gregg Erickson commented that the property tax may be regressive as to income, not so much as to jobs. Erich and Ted said a few things. John Kelly posed the question, As a Georgist, how does one justify a higher tax rate on commercial than on residential property?
