ndrosenBack on Friday, July 28, Erich Jacoby-Hawkins was talking about MPAC, the Municipal Property Assessment Corporation of Ontario. It assess two trillion dollars worth of property with a $262 million dollar budget, which works out to $43 per property per year. The assessor is hired by the province, so local councillors, local developers, etc., don't have much influence. There is an independent Appeal Review Board. This much is pretty good.
On the other hand, there is no local freedom to innovate (with land value taxation, for example). There are different tax rates for different classes of property. There is the regressive nature of the property tax (on buildings).
Conclusion: It's a successful system. Universal land assessment CAN be done accurately, frequently, fairly, and affordably.
