Interesting: in the Commonwealth it is to remember the dead, who never had any chance to become veterans.

You can see the original pattern in Sayers' The Unpleasantness at the Bellona Club. Almost all the major male characters are veterans (certainly Wimsey, Bunter, and all the members of the club) but the focus of the Remembrance Day observation in the background is not to honour them, but the dead.
